1997 Saturn Sl2 Door Locks Do Not Work

1997 saturn sl2 door locks do not work.

Now will not turn over just clicks when key is turned. I charged the car for 45 mintues and manually closed each lock by the lock tab. Lately the door locks on my saturn 1997 sl2 not power doors have malfunctioned.
